From Risk Analysis to Operational Reality: VIGIMARE at Halfway Point

Operators and owners of submarine cables and pipelines face a complex threat landscape where physical damage, cyber vulnerabilities and hybrid scenarios increasingly intersect. The VIGIMARE project addresses this challenge by integrating technical, operational and governance perspectives into a surveillance and decision‑support framework.

During its first 18 months, VIGIMARE has analysed documented incidents, conducted expert risk assessments and started the development of the Virtual Control Room (VCR), a sensor‑agnostic platform that fuses vessel traffic data, satellite inputs, underwater sensing and AI‑driven anomaly detection.  In the coming year, the project will continue with the technical developments after which it will enter its demonstration phase in the Spring of 2027, testing detection and response capabilities in live environments across the Mediterranean, Irish and Baltic Seas. These trials will support operators and authorities in improving situational awareness as well as coordination and response readiness for the protection of critical subsea infrastructure.
