Project Partners
The VIGIMARE consortium is made up of 19 partners from 8 European countries. It unites the necessary multidisciplinary knowledge, expertise, skills, and resources to constitute a complete value chain of actors that together can achieve the project’s objectives. It is led by an experienced coordinator Laurea, with a tenured reputation for excellence in project coordination, management, dissemination as well as in delivery and development of advanced solutions for security entities. There are 8 leading research institutions with complementary expertise, 5 innovative technological providers of solutions and services and 5 CIOs (end users) with the necessary knowledge of their respective CI sector.
Laurea Ammattikorkeakoulu - Laurea University of Applied Sciences
Coordinator
Laurea is one of the biggest universities of applied sciences in Finland. It operates on six campuses in the Helsinki-Uusimaa Region which is the capital region of Finland. The Laurea community is comprised of approximately 11 000 students and over 600 staff members.
Laurea engages in applied research, development, and innovation (RDI) with the aim of generating new researched knowledge and practices to advance sustainable development goals. Laurea's three research programs—Sustainable and Diverse Social and Health Sector, Service Business and Circular Economy, and Unified Security—align with the educational programs. Currently, Laurea has approximately a hundred externally funded RDI projects that contribute to developing solutions for regional and global challenges.
In Coherent Security Research programme, under which VIGIMARE operates, Laurea works with national and international partners — practitioners, academics, industry leaders, communities and NGOs — to enhance the resilience of critical infrastructure, and to keep the society secure against current and future threats. The work draws from the experiences of Laurea’s experts, who have helped communities to prepare for Arctic oil spills, wildfires, tropical hurricanes, acts of terrorism and cybersecurity incidents. Laurea’s focus on co-creation ensures projects emphasize real-world needs and practical solutions. The experts also bring a range of specialized skills, including exercise design and evaluation, facilitation, and risk analysis.
Munster Technological University
is one of Ireland's leading HEIs in engineering and science education, and is participating in VIGIMARE through the National Maritime College of Ireland (NMCI), which is a joint venture between MTU and the Irish Naval Service. The Halpin Research Centre is the research unit of the NMCI, with a portfolio of over 40 international projects with total project value over €125m. Notable previous projects include EUCISE, AI-ARC and ARCSAR. Active research areas include: maritime safety & security; maritime circular economy; sustainability for maritime transport; innovative education and training for maritime careers; human factors in Offshore Renewable Energy; robotics and autonomous systems. Halpin's research projects have resulted in MTU ranking among the top ten in funding awarded to European HEIs for border security research using AI.

University of Jyväskylä
The University of Jyväskylä is a nationally and internationally significant research university and an expert on education that focuses on human and natural sciences. The University combines high-level competence in education, natural sciences, humanities and social sciences, and sport and health sciences, as well as in economics and business administration, into a multidisciplinary entity. We are an open and collaborative community of nearly 2,800 experts and over 14,900 students. The University of Jyväskylä is home to seven Research Centres of Excellence designated by the Research Council of Finland. The Faculty of Information Technology integrates technological, informational, organizational, and business perspectives alongside a human approach to our research and education as well as the cooperation with stakeholders. Basic research areas include computational science, software engineering, information systems science, learning & cognitive sciences. We are currently studying topics such as artificial intelligence and machine learning, cyber security, data analysis, quantum computing, educational use of technology, and multi-objective optimization. Military University of Technology
The Military University of Technology (Wojskowa Akademia Techniczna, WAT) is a public and military polytechnic university operating under the supervision of the Ministry of National Defence. Established in 1951, WAT is the largest military university in Poland and a key provider of scientific and research support for the Polish Armed Forces. The Institute of Optoelectronics (IOE) is an interdisciplinary academic unit within WAT, whose mission is to advance research and education in optoelectronics and photonics technologies. In VIGIMARE, WAT combines the unique photonics and AI capabilities to develop new quantum fibre optic sensor with AI analytics.

Consorzio Nazionale Interuniversitario per i Trasporti e la Logistica
Is a non-profit educational association founded in 2003. It operates under the supervision of the Ministry of University and Research. The Consortium is composed of 19 Italian universities, which specialize in the fields of transport and logistics, as well as related areas such as safety, security, telecommunications, circuit theory, electronics, computer science, mechanics, and environmental studies. The primary goal of NITEL is to promote best practices, scientific research, and innovation, while creating job opportunities for researchers in multidisciplinary sectors including engineering, business, medicine, telecommunications, environmental sciences, chemistry, and communications. National Emergency Supply Agency
The National Emergency Supply Agency (NESA) is an organisation operating under the Finnish Ministry of Economic Affairs and Employment.
